Coming to Judgement:
An Experiment with the Kettering Foundation
In 2008, WIPPS was one of six policy institutes chosen nation-wide to carry out a unique experiment in public deliberation. WIPPS hosted a series of National Issues Forums on the newest Kettering booklet “Managing the Rising Costs of Healthcare.” The dialogues were filmed and excerpts were used as “evidence” for a mock appellate court event. A panel of statewide leaders served as “judges” to determine where the public stands on the issue of healthcare—whether and to what extent the public was prepared to act on the issue of healthcare. A national version of the event took place at the national Archives in March of 2009. Excerpts from the Wisconsin deliberations were used for the national event.
